3) Disagree - What is being addressed here is the inactive non-bursty traffic times.
Latency sensitive applications are transactional (DB record) vs. stream based (Download). Thus, latency is not so much related to link speed as it is to SW/Stack connection setup/teardown. This is obviously heavily dependent on the Adapter/System/OS in use.
Replacing modern System/CPUs with more energy efficient onces just to save several watts is not cost effective.
