Lower power?

How, exactly, does dropping the speed of ethernet drop the power consumption? Do ethernet NICs *really* use less power when running slower (or do they just idle along when there is no traffic)?

Where is the saving - at the PC or at the switch/hub?

Surely a PC NIC that can 'idle' when there is no traffic can save power now - without the need for a new ethernet spec.
