Obviously those guys would have more information on their website (www.avici.com) but in substance what they are proposing is a control layer that operates on top of network equipment and provides connection and resource management capability through the control interfaces to the underlying devices, external policy management interfaces, etc. The service management and operations processes would connect to it in a generic way and thus the services would be more technology-independent.
