How can "ANY" form of Wi-Fi work after "Verhosen" (Verizon) whispered into the FCC's ear to make "All" radio bands 20 mhz wide which is just right for "CELL PHONE" only use?

In Hong Kong harbour, they have "10 Ghz 500 mile wireless" that is in the 11-13 Ghz band. We don't have any system, and only a few Muni systems working in limited ability. Thanks Verhosen so much.
