they must have signed a contract that said employees had to be from that state or you would had it go to India. The State of Texas force them to sign one like that to keep the jobs in the US. Not many people jumped ship from the state computer center to IBM because of way it treats it's empolyees. They are scrambling to get the contract running with contrators and employees from other areas. Once the contract is in steady state they have to be Texas residents. More and more contracts in the US that was or you will get broken english call centers and low quality low cost labor support.
