The author is not so wrong about the reduction of the US workforce, it's just that layoffs is only one way. IBM just outsourced all of NSD ( telecommunications and networking) to ATT. This will transfer all the employees to ATT and I am sure many will be layed off by ATT due to duplication of work and skills.
