Coming from a former "ibm'er"
The point most of you are missing is that IBM also has contractors, which do not count when naming the amount of workers employed by IBM but are the sole source of work for those techs. The actual IBM'ers are not as likely to be laid off as the thousands of third party contractors are. I know. I am one of them. So are many of my friends. When IBM shut down our numerous depts, it was the contractors being let go, in our case about 100. There were about 5 actual IBM employees. They transfered to a different department still as IBM. Since I have many friends around the world that are IBM and IBM contractors, I know that we are not an isolated incident.
So maybe the stats show that IBM "can't" be doing this, but trust me - they are.
