Any law is a blance between pain for the individual who is law abiding and consequences for those who do not abide with the law. Those who are not in favor of the law belive the balance is far to the pain side and will do little to law breakers. Those who are in favor believe they will feel no pain or believe the pain they feel will be minimal. It's hard to argue when it's a matter of "feeling" on each side - thus the lengthy debate ad nauseum.
