A big problem is looming for mobile commerce (e-commerce on phone handsets) when suddenly PCS phone carriers, who run publically addressed 3G IPv4 networks, have to switch to an IPv4 NAT infrastructure.

These carriers server over 50 million US customers on IPv4 global addresses. How many billions in infrastructure will that cost, and what will it interfere with? Its not a simple problem like web proxies in an enterprise network.
