Do you want to be bear the brunt of broken applications as an ISP? But I guess ISP's which have run out have no choice: They will probably supply RFC1918 private IPv4 addresses the moment they run out and dole out IPv6 addresses simultaneously. The question is what ISP's do which will not yet have run out: Through what efforts will they go through to provide connectivity to servers and clients which only have an IPv6 connection?
Actually a lot of ISP's will run out more or less simultaneously, since the RIR's are only providing a stock of about a year at a time. This will make an urgent move to IPv6 very apparent.
