With the decision to "re-sell" the project, and "re-engineer" it for economically, but not technically, different fiber provisioning, this begins to sound more like a strategy to provide full employment to the upgrade team for four years rather than a true case of necessary regrouping and reprioritizing. Of course, this is a government controlled organization, so this should not be unexpected.
