In real sense it is not off shoring. Many large reputed companies have evolved delivery models that are a great combination of on-shore/off-shore activities and have matured well over the years. Customers who care mostly about quality, cost and timeliness have no qualms abut this model. Some companies, however, are heard to stipulate that none of their projects should be off-shored as part of their contract in order to stay politically correct.
