Bandwidth v P2P
Not sure TCP resets was the best approach, but the concept of controlling/minimizing P2P (which is not real-time) during high surfing/VoIP/gaming times can be necessary for those (near) real-time activities to happen. Then let P2P use all the BW during off-peak times. The idea of when P2P should and should not be regulated appears to be completely overlooked.
