Today content developed for low end phones uses XHTML-MP that is understood by both PC and mobile (see dotmobi recommendation from dev.mobi). I guess the previous comment refered to the old WAP protocol (WML) that was mobile specific (but does not destroy PC).
Tim is partially wrong in the sense that internet content is not running today on all hardware, as it often does not run on low-end phones. Only mobile friendly internet content (à la dotMobi) is actually running on all hardware.
