The city of St Cloud, FL has a very nice FREE to the user wlan network. No fees are collected ever. It works everywhere and has a help desk. This can work if it is done right. But don't expect someone to come and give it to you. You get what you pay for. Philadelphia did not even sign up as a user on their own network. What do you expect.
