The main thing these countries need to do is get more bodies in higher education.
If Pakistan wants its highly skilled export industry to grow at 100% per year they just need to double their efforts yearly in building and maintaining world class universities.
India, China, Israel, Singapore, etc have shown that economic growth is very easy all you need are more highly trained people who dont all leave your country.
As long as a decent percentage are loyal and patriotic they will contribute alot.
