Regarding "Dc is a virtual bed of immoral and criminal activity"...

What bigoted nonsense based on pre-conceived notions and personal agendas instead of facts.

DC does indeed have a crime rate, but the claim that "it's a rare time when you don't" hear gunshots is nonsense. I've gone to school, worked, and socialized in DC extensively for about 30 years. I've never once heard a gunshot. I've never been the victim of a crime in DC. I'm careful, but not fearful. In fact, I feel safer in the downtown area where I'm working now, any time of the day, than I feel in certain suburban neighborhoods.

I have doubts that the other claims the poster makes are grounded in reality, or they're just hand-picked anecdotes you could find in any major city. Either way, I've never encountered any of those situations.

Although it's bad enough that 9 city employees were engaging in that sort of behavior, that's only a small fraction of the city government's workforce. I wouldn't be surprised if most organizations that had no filtering software had a small fraction of people visiting porn sites.
