RE: EBay's PayPal uses e-mail authentication to combat fraud

This is all very nice, but speaking as one who once had a paypal account, and has since closed it, I would like to know how it is that paypal can get between the buyer and seller by high-handedly determining just which payment method is to be used in a transaction? Paypal has spooked many a buyer by setting arbitrary and nonsensical sending limits and once these are reached demanding that one open one's bank accounts to them, or to get one of their credit cards in order to continue using their service. When a merchant tells me that I can use a credit card to purchase their product I take them at their word, only to discover that paypal has the final say and can scuttle a transaction without any recourse to appeal. In a real-world situation, if I order a product, I can be told that I have reached my $2000 lifetime sending limit and that is that. If I do not wish to play by their rules, and the merchant has no other credit card processing options, that sale will not be made. I have found that I can get around this by not opening a paypal account in the first place.
