ebay has never been concerned with stopping fraud, only in making as much money as they can. I can find scammers and rip off artists on ebay all day long. When ever I have turned them in to ebay I get a form letter and those same scammers are still there, week after week, month after month, year after year. Dont kid yourself. The way the new changes are being made is opening up the flood gates for scammers. Way too many people in the media writing stories about things they know nothing about. Check the ebay user forums for the truth about ebay not the press releases designed to move stock up........funny, stock down, other auction sites membership is moving up.
