There is a TCP performance upper bound
In 1997, M. Mathis, J. Semke, J. Mahdavi, T. Ott, gave the TCP performance upper bound by a formula. If the 250ms round-trip delay that the article gave is correct, and the packet size is around 1500 bytes (rougly the maximum in most cases if the devices on the ground use Ethernet interface), the TCP performance is below 30Mbps ! For a satellite that takes more than $100M, there is no commercial value today.
