What you are describing is kWh, not W-per-hour. kWh or Wh is an amount of energy. So I conclude that W-per-hour does not exist. The article should use W or kW which the real unit to measure instant power. Even if we measured differences in power consumption between Linux idle mode and Windows idle mode on the same machine, it would be interesting to see if Windows is catching up.
