Interesting, but...
Seems that while this is an interesting way to look at things, it overlooks the breed of new vendors that offer framework like functionality that very heavily crosses in to both arenas (not to mention others like ticketing, asset mgmt, etc). These vendors offer IPM, APM and more in an often lightweight, easy to implement non-modularized package that sits in both categories you list and more.
