It means that a T1 connection that is running IPv6 will cost the same as a T1 that is running IPv4.

Of course you don't get twice the bandwidth.

If you have a dual stack machine then if your T1 or whatever connection to Sprint is configured properly you can send either Ipv4 or IPv6 packets.

They are saying that the cost to send a packet (v4 or v6) will be the same. They are not charging extra because it is v6. In fact you might find it cheaper in the end, since it will be much easier to get a block of v6 addresses.
