I doubt that this will happen in the forseeable future. The industry is so fraught with hype and outright lies about security that they will try anything to keep people buying mainly useless products. AV programs that detect practically nothing (see av-comparatives), going into long tirades about every threat instead of getting users to focus on protection, which can be done with a few tools and a lot of educatin and common sense - but only by people willing to listen and learn - that leaves a bunch out in the cold. The title of the article is right on the mark. Regulations never make anything better...only people do.
