There may be no technical issue with getting the Fed's net connections under 100, but I suspect there will be political issues. DHS (Homeland Security) has 22 separate Agencies. They report to 88 different Congressional subcommittees. I work in an Agency that mandated we drop WordPerfect several years ago. The might be a money-saver or time-saver or security issue or whatever, but we had to send WordPerfect reports to State legislatures and to US Senators. Sister Agencies have to deal with Export/Imports which mean directly dealing with companies in foreign nations. Right now, we can't even get _our_ people on-site in those other countries onto our network. Many Feds who work the field only have dial-up access. (Alaska, Montana and Texas have a lot of space empty of connection). You really can't work effectively on a computer running slow dial-up and a rock-solid VPN.
