This permits the companies to spend as little as possible on security, and then prosecute anyone who breaks their insecure system.

In general, "clues" cannot be found in any area where the percentage of politicians is above .01%.

This is because politicians are allergic to the truth in any form, and generate a defensive field against it which causes any clue found to immediately shrivel into an unidentifiable noise.

In order to determine the effectiveness of any organization, one must first determine the actual purpose of it's existence, which may be anything except it's stated mission.
