The culture of the technology

What you are saying is that technology can change culture, isn't it the same than "Dependency Creep"?

To me, productivity through technology is an outcome. Not the reason. For example: When you are at a checkstand paying for goods and your bill is few pennies short of a next dollar amount, say $ 12.96 and you give the clerk one penny extra so she/he can give you a nickle back, have you seen the puzzle look in their faces? You are talking about technology stumping the school system productivity. Your last paragraph says a lot of preparation and hand holding is a good tool to introduce technology.

Technology is a vehicle is to introduce change and if you think of it, strategy will dictate the change.
