Net neutrality debate heating up

Couldn't companies/customers just try to control their own usage before it becomes an issue with their ISP. Just a few users on a network can eat up the bandwidth and create a higher demand from the ISPs. I know there are products out there like NetEqualizer (what we use) and a few others that solve the over-usage issue before it grows into a conflict with the ISP.
