This is definitely a step forward. And whether its ITIL v2 or v3, I think central to the success of accelerating ITIL and gaining quick returns on ITIL investments is arguably the effectiveness of change management and change control procedures.
Re: ITIL V3 goes live.
While everyone knows that change is a way of life in today's organizations, the key is leveraging technology to maximize in-process change, document and control emergency change, and eliminate ad hoc change (which can happen completely out of process). And while the traditional approach has been to implement change process solutions, followed by data center automation or provisioning systems, and finally a change auditing or policy enforcement solution; many organizations are beginning to find value in first auditing change, then implementing process, and finally using automated technology to enforce the change management policy and drive all change through the approved process. While it is still somewhat disjointed with a need for multiple vendors, automated tools are proving to speed the ROI on ITIL.
