Go book III GPS

In the above article it is mentioned that the GPS radio chipset can pinpoint a truck's location. Does this also mean that the Go Book III location can be tracked?
Or is it just that the GPS function works better in isolated areas?

This model of rugged notebook was (and still is I'm sure) available with an optional built-in GPS chipset/module. So, technically, it's the GoBook itself that's being located via the GPS data. Obviously, when the GoBook is with someone who is driving around, then that location is associated with a given user and the vehicle he or she is using.
