I'm not sure I see the connection between Burma and whatever the NSA and other governmental agencies are doing. Why not? Guns. Big, in-your-face, guns.
Guns can kill protesters, block roads, cut internet connections, or do just about whatever else a government may want. In this regard, the internet is nothing new.
