Two things: First, when does a device stop being a web device and start become a network aware device?
Second, an unlocked GSM phone could work in any GSM network as long as the operating frequencies are the same. Interoperability between technologies is a problem in lots of areas, in this case it is spelled GSM/CMDA/?. The other question is how many operators in the WORLD use GSM? and how many use other technologies?
