Maybe both? First, as the article mentions, IBM mainframe has been and still is the most secure environment you can get. They have always(?) taken security seriously, even in 70's there was a steady stream of security PTF's coming all the time. But, they as everyone, missed the same level security when the small systems came a fad. I don't believe that they will compete with small security companies, they are still an infrastructure company more than anything else. But they also have a huge R&D which is not shy to publish and share so their research probably will be good for all security efforts.
