Didn't napster, limewire, kazaa and all the other peer to peer applications do this already? I don't see how changing the content is a breakthrough discovery about the delivery mechanism.

RE: Network Coding
Isn't this just another spin on data de-duplication techniques? Quantum developed a technology similar to this for their latest product offering, and RiverBed's products enable data deduplication over WAN Links to provide up to 90% bandwidth reduction. The concept of 'network coding' isn't new, it's just another buzz word for a concept that is already in production in multiple capabilities.
Yes, it is another spin
Nothing new here except a new term for one implementation of an age old technique. Because of bandwidth we have used a similar implementation 10+ years in wireless connections. The way it was done only (logical) edges had to know the protocol. Works perfectly except bundling differently authorized and encrypted messages need some special handling when bundled. So, this is just one implementation and really doesn't say anything how to handle other layers, it should.
Actually, it is not about Internet
I agree that Internet space is covered.
However, inside an Enterprise where security and permissions do matter, I think that something like this (depending on implementation details) could get traction. Enterprise products that leverage our AD security groups, object ACL's, and have an effective enough mechanism to be easily manageable are very attractive.
