Basestation radio equipment cost are on network level small and highly dependent on production volumes. Terminal HW costs also more or less only dependent on volumes sold so what matters is coverage. Mobile WiMax has hardly any and LTE is till in the future. HSPA has coverage and HSPA+ can quickly get coverage.
