Naturally, when I walk into any office, store, etc., I somehow inadvertently identify what voice switch is being used. I'm not quite sure if I want to admit to such 'geekiness', but it is true.
Recently, I had the interesting experience of interviewing at a "three-letter" US government agency. Not only did most desks have a secure and non-secure phone, but the terminals were strictly analog or TDM at best. No VoIP here. After reviewing my resume, an interviewer noticed my previous VoIP implementation experience, and quickly noted: "we don't do VoIP here." So, I'll be sticking to Active Directory or DNS then?
So, what is it about government agencies and the lack of convergence? Is it truly a security-focused issue? Or, is it a rats-nest of legacy systems that are too hard to move out of the telecom closet? Regardless, those old Comdial sets sitting on many employees' desks are starting to yellow (if they haven't already).
I have the feeling that many non-security focused agencies ARE in fact adapting IP-PBXs as a replacement for older legacy systems. However, for those "three-letter" agencies with a defense and security focus, VoIP is denied entry. Speculation or not, does the government know something we don't, or is TDM good enough for existing use? Maybe the White House really does love its Definity G3!

I actually work at one of the largest DOD hospitals in which we support 1800 VOIP phones and other DOD campuses are looking to us for guidance and support for new VOIP installs. VOIP is spreading quickly throughout the DOD, but you have to keep in mind that there are only a few vendors which meet the certification and testing needs that are needed to be deployed inside such as the PBX1 Cert and also JITC Certified.
