In an article recently published by Rick Gregory, Cisco and Pearson VUE announced a strengthening of their partnership that will be taking the certification industry by the ears. After identifying and profiling the three categories of miscreants that continue to devalue your hard earned certifications, Cisco and VUE listed the measures used to deter cheating, detailed the ramifications of cheating, and provided information on what Cisco certified professionals can expect to happen in the near future.
They are the three type of people that we have identified numerous times in our articles; proxy-test takers (aka Hired Gunmen), item harvesters (the people that steal the questions and answers), and cheaters (the people that use the questions and answers). Randy Trask, Vice President of Market Development for Pearson VUE states "When we began to devise counter measures, we developed techniques directed to each of the three groups."
In their research, Cisco and VUE have not only classified the three major types of exam criminals, they have sub-classed item harvesters into individuals "in the employ of black market test vendors or other organizations who believe they can profit from stealing test questions" and "a less sinister item harvester is someone who used a brain dump site to prepare for the exam and returns to the site to post several items that he remembers to "give back" to the group".
What Cisco and VUE didn't do, however, was sub-class the cheaters. To help define the cheater sub-class, CertGuard has [seemingly] coined the phrase "inadvertent cheater" which identifies a group of cheaters that don't know that they're cheating. These individuals are often duped into believing the study materials they have acquired are legitimate and are frequently willing to immediately stop the use of the illegal materials once they know of their true nature. Unfortunately for them, ignorance of the law is no defense in a United States court and they are still subject to lose all current and future certification rights.
There are three main focal points to their recent campaign; the Candidate Authentication Program, Exam Data Forensics, and Program Data Forensics. You may have already seen or even been a part of the Candidate Authentication Program. If you've taken a Cisco Exam recently then you may have been required to have your picture taken and/or had to provide a digital signature prior to taking the exam. If you haven't been required to do either, then you soon will be. According to Rick, "All Pearson VUE testing centers worldwide are being equipped to implement the program and hundreds have already been outfitted with the technology," and from the looks of it, if a test center refuses to participate in the program, they will lose their Cisco testing privileges.
Exam Data Forensics; these are the measures taken to not only improve your future testing experiences, they're metrics put in place to keep track of your keystrokes, your mouse clicks, the way you answer the questions, whether you change answers to specific questions, and the time it takes to do all of that. In addition to all the data collected while you're taking the exam, everything is combined with your non-personal data and given to psychometricians for analysis.
Where Exam Data Forensics peered into your personal testing experience, Program Data Forensics look at all aspects of the certification process to find patterns and inconsistencies. Comparisons between regions, testing facilities, and even test proctors are now being measured in order to bring more value to your certifications.
Cheating in the industry has become a very serious issue and neither Cisco nor Pearson VUE are taking it sitting down. Both companies are sincerely interested in protecting the value and integrity of your certifications, and have moved past the fact that it's their Intellectual Property being compromised. According to Trask, "Our evidence collection is now done for evidentiary purposes. We intend to pursue civil and criminal remedies against people who choose to profit from violating or infringing on our intellectual property." That means no matter which end of the braindump you're on, you're going to be taken care of when you're caught. Experience tells me that the next step is making an example out of someone in order to get the point across to everyone. Don't let that someone be you.
Emails! Certified professionals can expect emails outlining many different issues that effect your certifications. Primarily, the emails will focus on the methods used to study and they will be educating individuals about the laws and regulations in place. Cisco and Pearson VUE are working on soliciting the help of the certified professionals in the industry by asking you to notify program representatives within your company of individuals that have cheated on or for their exams.

If Cisco Really wants to stop cheating...
They should come out with better study material and their own practice material.
Tossing out a 600 page book and telling everyone they pretty much have to memorize the whole book and rely on third party practice material is poor education. That is inexcusable. You don't get that in high school or college. Even in college we were given review material to study and go over before any final exam. I never had a professor say "go memorize your text book for your final exam..."
It is not about making it is easier it is about making it educational. The current format is far from educational, that is why most turn to pass4sure and so forth.
Cisco either devise a better educational path or make every paper exam into a hands on exam or you won't nip this at all.
Better yet certifications outside the CCIE are dead anyhow, go get a degree. It will be a better investment for anyone...
There are plenty of educational opportunities
First off, Cisco isn't obligated to be in the education industry. Just because they offer certifications doesn't mean they need to hold your hand the whole way through the process of earning them.
Fortunately, there are tons of educational opportunities out there for earning your certifications. For self-studiers, there are tons of books from CiscoPress and other great publishers. All of the CiscoPress books have review and summary info for each chapter. There are also the Digital Shortcuts for many tests that are sort of the Cliff's Notes version of the books. For hands-on practice, there are the Lab Companion books. Also, most of the certification guides from CiscoPress have practice test engines on CD that you can use. If you prefer a classroom setting there is the Cisco Academy program.
Don't compare self-study to a classroom learning experience. If you can't hack it on your own with the legitimate materials available, go take a class.
But they are in the education industry
Cisco may not be obligated to be in the education industry but they are. These study guides and Academy training classes are exactly that. And it makes good business sense to do so. More well educated people translates to more product usage etc. They can sell a product all they want but someone has to be able to support them.
In addition, I have seen many certified professionals who are not as knowledgeable as they should be given there certifications due to the nature of the testing methods. Trick questions and time limited tests lead to poor test taking methods being employed by the test takers. It has gotten to the point where you cannot read a question twice without effecting your ability to answer all the questions before the time runs out. What is the point of that? It isn't like it is an open book test...
Experience is still more valuable in my opinion.
The purpose of certifications
The entire point of achieving a certification is that it is meant to symbolize knowledge of said 600-page book. No one is expected to quote the material therein, but anyone holding a CCNA, for instance, should be reasonably familiar with any topic pulled from a CCNA study guide.
A certification is not an education in its own right; ideally, a candidate will have experience with the bulk of the relevant subjects before pursuing a certification in the first place. There is an unfortunately common thinking of "I want to learn networking, so I'll pursue my CCNA," rather than "I want to prove I know networking, so I'll pursue my CCNA."
I also have strong feelings on the "degree versus certifications" argument, but that's another can of worms entirely.
Make exam 100% practicle-CheatProof
Why don’t Cisco make all its exams practical, like Red Hat. But Cisco is busy in making money, not really concern about exam takers. I am very sad that even during CCNA or CCNP exams (where candidate pay more than US$100) candidates have no chance to see real routers/switches. Just poor flash simulator which does not support all real Cisco OS commands. And funnier thing is that Cisco hides its weakness and blame to exam takers.
Make the exam more meaningful
Make exam 100% practical
Don’t give exam takers chance to cheat
Create more meaningful study materials so that exam taker will not turn to braindumps
Bring more meaningful simulator which support real router commands
Test candidate on real routers and switches rather than MCQs

100% Practical != Cheat Proof
If Red Hat is your main argument for going 100% practical and they too are fighting the braindump issue, then where is the incentive for companies that aren't 100% practical to move to that type of testing environment?
Personally, I'd say that Cisco is doing a much better job than Redhat in the area of exam security. The only reason there are more Cisco braindumps than there are Redhat braindumps is because the need for Cisco technologies is much greater than that of Redhat technologies.

Cheating on cert exams
Using brain dumps and "harvesters" is most definitely an unethical way to obtain your certifications, but really does it mean that much? I agree with another poster about making you memorize a 672 page book and take your exam. This is definitely an issue that leads to cheating. If you cheat on your certification, big deal, you still have to interview for the job you are trying to get the certification for in the first place. I have interviewed many times and have been grilled on what is on my resume and experience I claim to have had. No way to cheat on that. you have to back up the paper with the knowledge behind it. The only way I see using an easy way out on your certs is an advantage, is that if you work for an employer who gives you raises, bonuses, etc for accumulating the paper. But it all boils down to a question of ethics. It's kind of like what would you do for a million dollars?

There is one major issue with what you've brought up.
Many smaller companies don't employ individuals that are very knowledgeable with many (if any) aspects of IT; thus the reason for needing to hire a 'professional'. When those companies hire someone based on certifications (yes, I know...they shouldn't do that) and find that the certifications meant absolutely nothing, then they are soured on ever hiring someone with certifications.

PEARSON testing center - CCI EXAM
What is the motivating factor behind this ( the actuary of profit hss spken? ) Let me present to you a TRUE STORY that occured recently with PEARSON CCI testing facility .
FACTS FIRST : I have tested with PEARSON in the past and successfully PASSED my Echocardiogram registry for sonography , PEARSON has MY PICTURE I'D as well as FINGER PRINTS on file !!!! Is there ANY BETTER form of I'D then finger prints ????
I presented to the test facility which was 85 miles one way from my home in a rain storm from hell , without a bite of food at 4:15 in the afternnon , my test was at 5:00 P.M , after months of stressful studying to take a vascular sonography regsry exam . I presented my Florida drivers liscense , an original " birth certificate " 2 work badges with photos of me as well as my name on both from the 2 different hospitals I work at , 10 credit cards , auto insurance card . The girl stated my drivers liscense was not valid ! In shock I aksd WHY, she said it had expired on DEC 31rst my birthday and it was now FEB 12 ' thus it was expired by 42 days .... This was not true ,I had already received my renewal for my drivers liscense in the mail as I had done it on the computer , however somehow I had my old drivers liscense with me ,instead of my new ,which is identical in picture , no change of address , all addresses on each form of I'd were the same ( except for on my birth certificate , obviously !
I went out in the pooring rain to check my car to see if my new drivers liscense was there, it was not and obviously I was in a panic ! I called my husband and he confirmed they were in another lile handbag at home ,but not to worry he would fax it to them ,just get their fax number , our thinking was ( it was an identical drivers license , but it had been renewed 42 days prior ....
GUESS what ....PEARSON would not allow my husband to fax over the drivers licesne with the correct date ( An exact duplicate of the one presented to them )
I was very apolegetic , and explained to them that the licesne is renewed and easily can show proof .
Pearsons response was , it has to be a photo i'd presented to prove your identity ! I asked them HOW my drivers licesne with MY photo and 2 different work badges with my name and photo on both , my original birth certificate , auto insurance card , 10 credit cards all with my name and if that wasn;t enough , my PICTURE and FINGER PRINTS on file from a previous exam I took there was not enough to prove my identity ~?! They said your drivers license can't be expired , I said they are NOT expired , I simplu have the wrong duplicate with me ,but I can have the duplicate faxed right now to you ,proving this !
NO , they would not allow it . So afer all this I had an idea ..I would go to the drivers license facility in that county and get a duplicate real quick .....They told me to step outside in the rain to make the call to information ,would not even allow me to use their phonebook ! after all this and by the time I got outside to find the number and call , it was 5:03 and thedrivers license facilty were closed for the day ,since it was after 5:00 P.M
I asked why my work badges that have my name and picture on both and since I was standing in front of them and they could SEE it was me , was not sufficient , they said there has to be a place to SIGN on the work badges !!!!!!!
I can SEE where people just lose it one day , this was unbelieveable ! I left the facilty in the rain and lightening ,got lost on my 85 mile drive home ,because I missed an exit due to not being able to see through tears of frustration ....
Yes , I believe they realy need to crack down on cheating and identity verification !
( ummm what happened to my picture and finger prints you took on my last test ..." Pearson ", can you ANSWER THAT ?)
AS IF ANYONE would go take an exam like this for someone else !
Pearson VUE Discrmination
Well as an addition and update to the prior feedback of being denied my right to sit for that exam menitoned above .
I have emails and phone calls of proof for 6 momths straight where in I have fought for my right to sit for this exam without having to repay the 200.00 fee.
In BOLD print on the right to sit for exam paperwork it explains in detail what is needed as identification presented to sit for the exam , and in bold print it states that a PRIMARY form of I'd that is accepted is an employee ID , and of course one listed is a drivers license and a few others such as green cards and student I'DS , but the inportant thing in my case is it states that EMPLOYEE ID'S are acceptable as primary form of ID and my hospital badges , not one but TWO ,from the two hospitals I worked at were presented ,both had my name and photo on them , yet the TWO AFRICAN DECENT ladies still denied me to sit for test that day as well pushed me outside in the rain to try and locate a phone number for THEIR local Drivers license office so I could try to get a duplicate since they would not accept my so called expired licesne and would not let my husband fax the original proving it was not expired , so I feel I have been discriminated against , obviously as well they have gone against their own rules in accepting my employee ID as a primary form of identification even though if you read above I have fingerprints on file there , had an original birth certifcate with me and presented it to them along with many other identifying documents ..........Guess what VUE- PEARSON- CCI - I am getting legal council and you can EXPLAIN to a JURY why you discriminated against me .
You have created a chain of events in my life that go even further then the day I tried to sit for that exam and you will answer to a jury ....I was a white girl in front of TWO of the rudest African decent females I have ever encountered who did everything they could to prevent me from sitting for that exam , as well they were representing their employer Pearson VUE and so VUE is liable as well CCI did not take the time to review the facts and they are going to wish that they had in the course of my 6 months of emails and phone calls , there is no excuse and all that played a hand in this will be liable .
