Maybe the question "what is mashup?" comes up because it can be (is) a mixed thing, IT usually sees it a mix of web application that uses many sources but digital, video, movie, etc have their own definition, ideally same but technically different.
Yes, I think "enterprise mashup" is / will be useful. If we forget the WEB part, it has used a long time. Internal travel departments built travel scenarios collecting information from many sources, factories using JIT used many sources for parts and services for planning, some teletext services used several sources and, of course, in research several sources have always been used.
Now, WEB (and kind of limited number or APIs) makes it much easier and, as the article tells, it can be put together fast, almost in ad-hoc manner.
I don't understand the last paragraph, yes IT is responsible to protect the data but they don't own it - it belongs to corporate business? Of course they worry about security but putting up one or more services is no different than having a WEB server running and you don't have to give access to everyone. You can filter by user, etc. It is a business decision what the company publishes in it service and what not. And if you have something others want and you can give / sell it, it may generate nice revenue.
