Actually, ARP is a Layer 3 protocol. Although ARP packets are carried inside broadcast Ethernet frames (frames whose addresses are all ones), ARP is handled by the computer's Layer 3 Processes. The ARP cache is a list of MAC layer - Network layer pairs.
