Google is taking a decidedly more open approach than Apple and its iPhone App Store by letting the community decide which apps are--and aren't--up to snuff for Android. If it works as promised, the tactic should be pretty efficient at weeding out less-than-stellar apps.
As Google's Rich Miner says, users would tend to not download applications with low ratings in their own self interest. It's definitely more efficient than having Google or other experts become some sort of Android app quality police.
