Why Microsoft hadn't started this sooner is anybody's guess but starting October Microsoft will begin giving selected commercial vendors special access to vulnerability information in advance of the general
public. The idea is to help security and protection software vendors that are members of the Microsoft Active Protections Program to prepare their tools ready for each Patch Tuesday. It should also help to prevent hackers from speedily exploiting holes cites in each Microsoft security advisory.
