I totally agree with the author that caring more about the methodologies than getting the job itself done is a major drawback, especially in IT Projects, that are usually characterized by lots of changes. Methodologies are there to help the project and not to hinder its progress!
Check this for a list of Project Management Methodologies, maybe agile is the best methodology in the case of (small to medium) IT projects.
