ICANN needs more fixing than just policing. In my opinion, there should only be one registrar, or only one per country. Registrars charge different rates, bundle different services, etc. Let's simplify it, only a handful of registrars that charge the ICANN fee plus a small administrative fee and then police the use of their domains.
