There is a neat irony in that MS, doyen of USA businesses, in "protecting it's license fee income" denies global access to the very patches that allow the Cyber Warfare via Bot's to even exist. So in an ironic similarity to 9/11 it will be the USA's own assets that will be used against the USA because proper security protection measures (in this case simple patches, in 9/11 the general lack of serious airport and cockpit security) were not implemented for purely commercial financial reasons.
I believe the phrase "lessons of history" is appropriate here?
