Databases and the sniper case

The Center for Democracy and Technology
takes a look at the various databases used in tracking down the Washington-area snipers. But for all the possible usefulness of these databases (notably a fingerprint database), the CDT adds:

Most importantly, though, it seems that the case was broken when the alleged sniper (or someone who knew him) called police and gave them crucial information.
