Cape Science has released a free SOA Editor "which enables programmers to rapidly create, view and edit Services using Web Services Description Language (WSDL)." Runs on Windows 2000 and Windows NT.

Added to our Web Services downloads page (which is woefully incomplete, so if you know of any free or eval softtware that should be listed there, let me know.
