Where is Steve? gives you more information than you probably need to know about just where Steve is at the moment (well, more specifically, his cell phone):
"To find my real-time location, I use Microsoft Location Server (MLS), a new product from the MapPoint team at Microsoft that allows a developer to easily get the coordinates of a mobile device. MLS is very cool in that it supports a 'plugin' architecture to talk to the various Wireless Operator Networks to find phones. As I carry an AT&T phone, the AT&T plugin is used to find me. As plugins aren't limited to wireless operator networks, WiFi networks, RFID, GPS, your Outlook Calendar and other sources of location information can all be used with MLS."
Left unanswered, however, is "Does Steve need a haircut?"
