You want to design and manage your Web site, but you're new to the Web. If DIY tools from Netscape and Yahoo are too rudimentary, and Dreamweaver is way more than you need, you can find a happy middle ground with Namo's WebEditor 5.5.
WebEditor has capabilities similar to those found in many quality digital cameras - you can set it up to do all the work for you, or if you prefer, you can get down and dirty. But with little or no HTML experience, you can use WebEditor's templates and wizards to set up a pretty spiffy site - you just need to provide the content. WebEditor is well-documented, a nice touch as it markets itself to newbies and experienced Web folks, alike. The software comes with a thick, but easily navigatible manual, along with a separate step-by-step, build-your-site guide for the beginner.
Unlike some other free or low-cost Web editor tools, WebEditor helps beginners create cool, easily editable navigation bars and banners, functions not found in other newbie-level tools. Setting up and editing a new site is easy and more-or-less intuitive. There is a learning curve, but it's short considering what you can do with the software once you learn your way around. For its price, WebEditor is a great bargain, considering what you get and what you'd pay for other software packages with similar functionality.
