Although IT salaries appear to be leveling off during the downturn, Foote Partners' latest quarterly index on hot skills pay shows that companies are still paying a premium for the most sought-after technical certifications.

Skills pay are bonuses employers pay to workers who possess high-value skills or certifications. Overall pay for 53 IT certifications has increased 8% since 2001, to an average of 8.6% of base salary. The index is based on interviews and surveys of 29,300 IT workers conducted between July and September.

Here are some of the results:

* The highest paying certification is the Project Management Professional. Project management pros command a premium of 14% of base pay, up from 13% in previous quarters.

* Security certification is also in high demand; it's up 9.2% to 8.3% of base pay. The most popular related certifications include SANS-GIAC's Certified Unix Security Administrator, Certified Intrusion Analyst, Systems and Network Auditor, Certified Incident Handler, and Certified Firewall Analyst.

* Pay for database certifications is on the rise, jumping to 11.3% of base pay. Oracle Certified Professional and Microsoft Certified Database Administrator led the increase.

* Premium pay for Webmaster/internetworking certifications such as Prosoft's Master CIW Enterprise Developer and Master CIW Administrator is warming up and now amounts to 9.1% of base salary.

* Systems/network operating systems certifications such as the Microsoft Certified System Engineer still command 8% premiums, but growth is cooling off as compared to previous quarters. Demand for networking certifications is slowing too, and now stands at 9.6% of base salary.
