The parents can run on PC connected to their ISP and buy a thin client for each of their kids. With the provisioning software tailored to provide the parents with several default configs to admit or block popular teen sites. This would give parent control of how the kids use their computers in the home again. And make it harder for the ISPs to charge extra for the additional users.
